BIS Completes $1 Million Test of Tokenized Cross-Border Payments

Tokenized deposits promise many of the efficiency benefits of stablecoins while operating within a regulated banking framework. That concept has now been tested at scale in Project Agorá, which recently processed $1 million in live tokenized cross-border payments—one of the broadest real-world demonstrations of the technology to date.

The project is led by the Bank for International Settlements (BIS), a consortium of central banks focused on addressing longstanding pain points in global financial services. It has also attracted broad private sector participation, with 28 major banks, including JPMorgan, Citi, Deutsche Bank, and Standard Chartered.

Together, the banks processed $1 million across 30 transactions that settled in approximately 80 seconds. The payments spanned six currencies, including the U.S. dollar, euro, British Pound, and Japanese Yen.

The objective is to create a platform that integrates tokenized commercial bank deposits and central bank reserves into a unified system while leveraging existing payments infrastructure.

Taking a Toll on Transactions

The Project Agorá trials represent an improvement over the current correspondent banking model, where payments often pass through multiple intermediaries in a process marked by delays, fees, and limited transparency.

By contrast, the BIS noted that the trial payments were fully transparent from start to finish. The platform also enabled foreign exchange and payment settlement to occur simultaneously, reducing the frictions associated with today’s model, where conversion costs and exchange-rate fluctuations can add time, expense, and uncertainty.

Prompting an Alternative Solution

All the issues surrounding cross-border payments have spurred a global push for more efficient alternatives. Among them is Swift’s expanding  retail-focused cross-border payments network, which has continued to build momentum.

Digital assets like crypto and stablecoins have also emerged as potential solutions, with blockchain technology enabling near-instant settlement and lower transaction costs. However, the price volatility of many cryptocurrencies has made stablecoins a more practical option for institutional use.

Project Agorá represents a different approach by combining tokenization with the oversight of central banks and regulated commercial banks. Unlike stablecoins, which are issued by private companies such as Tether and Circle, the project is designed around tokenized bank deposits and central bank money.

According to the BIS, the growing role of privately issued stablecoins in global payments underscores the need to explore alternative models that preserve the role of regulated financial institutions while delivering many of the same efficiency gains.
